I Am Freelancer

I am looking to start a webpage that will rate people simular to the pix rate it site. except the person will be rated on a set of 10 questions. And will be ranked against others within the same zipcode, or specified distance… (Budget: $250-750, Jobs: Perl/CGI, PHP, Website Design)
