Python Mail Script *Powerful and Fast* by PersistenceNYC

I’m looking for a Powerful and fast Python mail script to be created and implemented with mass mailing OPT-IN emails. Proxies need to be used as the main header IP keeping my server away from being blacklisted… (Budget: $250-750, Jobs: Python, Ruby/Ruby on Rails)
